The initial idea was presented in the Mayor's 2015 State of the City Address, which became the Working Families Agenda. This legislation contained several initiatives that did not move forward, however Sick and Safe Time was re-introduced in the Workplace Regulations Ordinance. This led to the creation of the Workplace Partnership Group, a group organized to study the impact of policy proposals related to earned sick time and paid time off.
The Workplace Partnership Group held focus groups, listening sessions, and consulted subject-matter experts in the course of its study.
Their findings and recommendations were presented to the Committee of the Whole on March 16, 2016. The Sick and Safe Time Ordinance was passed by Council on May 26, 2016.
